Texoma Council of Governments is seeking an experienced Weatherization Program Manager to lead the day-to-day administration and delivery of our Weatherization Assistance Program (WAP) across a 19-county service area. WAP helps eligible households reduce their energy burden through energy-efficiency improvements, health and safety measures, and client education.
This is an opportunity to combine leadership, program management, technical expertise, and a commitment to serving others. The successful candidate will oversee staff, contractors, budgets, production, compliance, quality control, and the full weatherization process—from client eligibility and energy assessment through installation, inspection, payment, and closeout.

What You’ll Do

  • Lead and develop a talented Weatherization team.
  • Manage program contracts, budgets, production goals, schedules, and deliverables.
  • Ensure compliance with applicable federal, state, and TCOG requirements.
  • Oversee contractors and ensure quality workmanship and timely completion.
  • Monitor program performance, identify risks, and implement improvements.
  • Respond to client concerns and maintain strong community and partner relationships.
  • Represent TCOG throughout the region through outreach, meetings, training, and community events.

What We’re Looking For

We’re looking for a confident, organized, and collaborative leader with strong program management skills and experience in areas such as weatherization, energy conservation, construction, housing rehabilitation, renewable energy, or grant/program administration. The position requires at least four years of progressively responsible related experience, including two years of supervisory or lead experience; relevant education and certifications are preferred.
