The federal Older Americans Act designated Area Agencies on Aging to develop and implement programs and services for older people at the local level.

The Area Agency on Aging of Texoma is responsible for the development and coordination of a comprehensive system of services for citizens over the age of 60 and for citizens with a disability residing in Cooke, Fannin, and Grayson Counties in North Texas. The Texoma Region has a larger per capita population of older persons than the State of Texas.

In Case of Emergency (ICE) is a program which enables first responders such as paramedics, firefighters and police, as well as hospital personnel, to contact the next of kin to obtain important medical or support information.

A person can list multiple emergency contacts as "ICE1", "ICE2", etc.
