Weatherization Specialist

SUMMARY OF POSITION

The Weatherization Specialist provides advanced customer service, determines eligibility, daily/monthly log tracking, schedules Inspectors, prepares invoices, and reviews work orders for clients. Works under limited supervision.

ORGANIZATIONAL RELATIONSHIPS

  1. Reports to: Weatherization Program Manager
  2. Other: Collaborate with COG staff; federal, state, and local agencies and officials; COG Governing Body; Executive Director; and the general

DUTIES AND RESPONSIBILITIES

The essential duties and responsibilities of this position include but are not limited to the following performance measures:

  1. Determines eligibility
    1. Gathers required documents from applicant
    2. Reviews requested billing/usage histories
    3. Verifies ESI #s and citizenship
    4. Completes folder with labels
    5. Mails out approval/denial letters
  2. Provide advanced customer/client services
    1. Assists clients/customers via phone, email, and in person.
    2. Answers questions or concerns the client may have about Weatherization or other programs available to the client
    3. Helps resolve any issues in an efficient and effective manner
  3. Daily/monthly Log tracking
    1. Updates current client list in order to track the status of each applicant throughout the weatherization process
    2. Keeps monthly logs such as the monthly inspection sheet, contractor comparison sheet
  4. Inspector scheduling
    1. Coordinates with clients, contractors, and inspectors to schedule initial, final, and QCI inspections
    2. Modifies schedules on an as needed or required basis
  5. Prepares invoices and Building Weatherization Reports
    1. Prepares contractor invoices to complete check requests
    2. Updates contractor pay sheets used for tracking pay and allocations between funding sources
    3. Completes BWR’s on homes according to billings received and after inspections have been completed
  6. Reviews work orders for clients
    1. Explains work orders assigned to contractor to the client
    2. Answers any questions regarding the work to be completed and questions on omission of specific services

Other Important Duties and Responsibilities: Perform other duties and responsibilities as required or assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Must have knowledge of federal and state rules and regulations related to assigned program and client interview techniques. Must be able to understand, apply and communicate rules, regulations and guidelines prepared by state and federal agencies relating to assigned programs; establish and maintain effective working relationships with supervisors, co-workers, program participants, service providers, and the general public; demonstrate proficiency in both written and oral communication; exhibit excellent computer skills including Word and Excel in a Microsoft Windows environment; analyze and interpret data; and identify problems and provide solutions. Must be able to demonstrate a high level of professionalism and maintain a positive attitude. Must be able to work in an open-office/cubicle-oriented work environment. Must have capacity to work in a multi-task work environment, either independently or as part of a team.

EXPERIENCE AND TRAINING

Four years high school or high school equivalency in general studies plus at least one-year relevant experience is preferred. Equivalent combination of experience and training which provides the required knowledge, skills and abilities for the position may be considered in lieu of degree.

CERTIFICATES AND LICENSES REQUIRED

Appropriate driver’s license or available alternate means of transportation.

WAGE 

$17.04/hr.  40 hours/week
