SUMMARY OF POSITION
The Project-Based Voucher (PBV) Specialist is responsible for administering all PBV-related case management, compliance, and coordination activities for properties assisted through the PBV program. This position serves as the primary point of contact for PBV owners, partner agencies, and PBV-assisted households, ensuring compliance with HUD regulations, contract requirements, and agency policies. The PBV Specialist manages PBV admissions, annual and interim recertifications, ongoing compliance, and coordination with inspections and finance to maintain program integrity and unit utilization.
ORGANIZATIONAL RELATIONSHIPS
- Reports to: Program Manager
- Collaborates with: Housing Operations & Training Supervisor, Occupancy Specialist, HQS Inspector, Housing Finance Manager
- QC Oversight: Program Manager (system-level QC), Finance Manager (financial QC), Supervisor (procedural QC)
DUTIES AND RESPONSIBILITIES
The essential duties of this position include but are not limited to the following performance measures:
I. PBV PROGRAM ADMINISTRATION
- Administer PBV assistance in accordance with HUD regulations and the agency’s Administrative Plan
- Manage PBV caseloads, including initial admissions, annual recertifications, and interim actions
- Ensure PBV units remain fully utilized and compliant with contract requirements.
- Monitor compliance with PBV-specific occupancy and eligibility rules.
- Coordinate with the Occupancy Specialist for PBV waiting list pulls and applicant referrals.
II. PARTNER AGENCY COORDINATION
- Serve as the primary liaison between the agency and PBV property owners or partner agencies
- Communicate program requirements, timelines, and documentation needs to owners and management companies
- Assist owners with tenant eligibility, documentation, and compliance questions
- Address owner concerns, escalations, and contract-related issues professionally and timely
- Coordinate closely with partner agencies administering PBV units to ensure consistent compliance standards.
III. RECERTIFICATIONS & CASE MANAGEMENT
- Conduct annual and interim recertifications for PBV-assisted households
- Verify income, assets, and household composition in accordance with HUD requirements
- Ensure accurate rent calculations and timely submission of required documentation
- Maintain complete, organized, and audit-ready PBV files
- Process moves, transfers, unit changes, and end-of-participation actions.
IV. PBV COMPLIANCE & QUALITY CONTROL
- Ensure PBV files meet all HUD documentation and procedural standards
- Monitor PBV contract requirements and flag potential compliance concerns
- Collaborate with the Housing Finance Manager to resolve rent calculation or HAP discrepancies
- Work with the Housing Operations & Training Supervisor on procedural QC findings and corrective actions
- Assist with audit preparation and PBV reporting requirements
V. INSPECTION & LEASE-UP COORDINATION
- Coordinate PBV inspections with the Inspector for annual, and special inspections
- Ensure timely correction of deficiencies and follow-up with owners
- Support lease-up activities for PBV units in collaboration with the Occupancy Specialist
- Ensure all inspection-related documentation is completed prior to assistance start dates
VI. DATA ENTRY & SYSTEM MANAGEMENT
- Accurately enter and update PBV household information in the housing software system
- Maintain current records related to contracts, units, household data, and compliance actions
- Ensure all PBV actions are properly documented and coded for reporting purposes.
VII. CUSTOMER SERVICE & COMMUNICATION
- Provide clear, respectful, and consistent communication with PBV participants and owners
- Respond to inquiries regarding PBV rules, occupancy standards, and household obligations
- Explain program requirements, changes, and timelines in a professional and accessible manner
- Refer escalated issues to the Housing Operations & Training Supervisor as needed
VIII. COLLABORATION & PROGRAM SUPPORT
- Work collaboratively with Case Managers, Occupancy Specialist, HQS Inspector, and Housing Finance Manager
- Participate in trainings, meetings, and process improvement efforts
- Support cross-training initiatives and coverage as needed

EXPERIENCE AND TRAINING
High school diploma or GED required. At lease one (1) yearw of experience in housing programs, property management, or compliance-based work. Knowledge of HUD housing programs preferred (PBV experience strongly preferred)
CERTIFICATES AND LICENSES REQUIRED
Appropriate driver’s license or available alternative means of transportation.
WAGE
$18.53/hour 40 hours/week Non-exempt
