Regional Services Specialist

SUMMARY OF POSITION

The Regional Services Specialist performs a variety of technical, analytical, and administrative work related to assigned programs within the departmental framework of the COG. Duties include planning, organizing, and implementing fiscal and program operations, as well as working in coordination with other COG programs as necessary.

ORGANIZATIONAL RELATIONSHIPS

  1. Reports to: Executive Director
  2. Directs: May direct interns assigned to programs or projects
  3. Other: Collaborate with COG staff; federal, state, and local agencies and officials; COG Governing Body; Executive Director; and the general public.

DUTIES AND RESPONSIBILITIES

The essential elements of this job include but are not limited to the following performance measures:

  1. Manage the Municipal Solid Waste grant, including regional household hazardous waste events, education and outreach activities (school and community presentations), and maintenance of all Grant-related reports and budgets;
  2. Recruit and manage the Natural Resources Advisory Committee;
  3. Implement, update, distribute, and maintain the Regional Solid Waste Management Plan RSWMP Volume I, Volume II, and the Closed Landfill Inventory;
  4. Administer grant-funded activities, fiscal oversight of pass-through grants, and reporting to TCEQ as required.
  5. Evaluate results of assigned projects.
  6. Travel to cities, counties, and agencies throughout the Texoma COG region to provide planning and technical assistance the Regional Solid Waste Management Plan.
  7. Assist in the creation of written documents prepared by the department, including plans, fact sheets and flyers.
  8. Coordinate, schedule, and attend various meetings and seminars and make presentations related to state and federal programs, COG programs and/or other detailed or highly technical information;
  9. Coordinate assigned program activities with other COG departments and may serve as liaison to various committees, governmental agencies, local officials and community and private sector organizations;
  10. Provide programmatic and technical assistance, as requested by or required by subcontractors and local governments, to coordinate services and meet contract compliance;
  11. Assist in identifying/pursuing funding opportunities by providing consultation and expert advice to management;
  12. May coordinate activities of interns and/or volunteers as necessary;
  13. Maintain current general knowledge of Texoma COG activities and represent the COG in daily work assignments;
  14. Attend conferences, seminars, and workshops as needed;
  15. Perform other duties and responsibilities as required or assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Must develop knowledge of federal and state rules and regulations related to assigned programs; sound budgetary practices; and common research techniques. Must be able to understand, apply and communicate rules, regulations and guidelines prepared by state and federal agencies relating to assigned programs; establish and maintain effective working relationships with supervisors, co-workers, program participants, service providers, and the general public; demonstrate proficiency in both written and oral communication; exhibit excellent computer skills including Word and Excel in a Microsoft Windows environment; analyze and interpret data; and identify problems and provide solutions. Must be able to demonstrate a high level of professionalism and maintain a positive attitude.  Must have capacity to work in a multi-task work environment, either independently or as part of a team.

EXPERIENCE AND TRAINING

Bachelor’s degree in planning, public administration, public affairs, finance, business or a related field plus at least two years of experience in economic or community development is preferred.  An equivalent combination of experience and training which provides the required knowledge, skills, and abilities for the position may be considered in lieu of degree.

CERTIFICATES AND LICENSES REQUIRED

Appropriate driver’s license or available alternate means of transportation.

WAGE RANGE

$21.88/hour – $34.16/hour  40 hours/week  Non-exempt
