Terri Doby – Budget Manager, City of Anna, Texas

Terri Doby is budget manager of the City of Anna, Texas. She has twenty years of local government budget experience, with a strong background in overseeing the publication of annual budget documents, forecasting revenues, preparing multi-year financial plans and five-year capital improvement plans.

Terri is a Certified Government Finance Officer and also serves as a Government Finance Officers Association budget document reviewer. Prior to Anna, Terri has worked for the cities of Addison, Rowlett, Denton, and San Antonio, and Collin County. Prior to her time in municipal government, Terri taught high school social studies.

She has a Master of Public Administration from the University of Texas at San Antonio and a Bachelor of Arts from the University of Texas at Austin.

Terri currently resides in Melissa, Texas with her husband Gary.

Approved by State legislation and established by local governments, TX-PACE programs enable owners to lower their operating costs and use the savings to pay for eligible water conservation, energy efficiency, resiliency, and distributed generation projects. Owners gain access to private, affordable, long-term (typically 10-20 years) financing that is not available through traditional funding avenues.

Presented by Charlene Heydinger, president of the Texas PACE Authority and the executive director of Keeping PACE in Texas, the trade association created in 2012 to promote (PACE) financing in Texas.

Charlene Heydinger, President – Texas PACE Authority

Charlene Heydinger is president of the Texas PACE Authority, the nonprofit administrator of more than 45 Texas PACE programs. To date, these programs have enabled over $105 million in new property investment in Texas. Ms. Heydinger also serves as the executive director of Keeping PACE in Texas, the trade association that led the legislative effort in support of the Texas PACE Act and the collaboration to create PACE in a Box, the Texas model program of TX-PACE best practices.

On Capitol Hill Charlene served as general counsel to House Republican Leader Bob Michel, minority general counsel to the Senate Judiciary Committee, and minority counsel to the House Judiciary and Energy and Commerce Committees. As vice president and Washington counsel for Capital Cities ABC, Inc., Heydinger represented the company’s television and radio networks and owned stations, ESPN, and print interests. She served as executive director of the Morton and Angela Topfer Family Foundation in Austin, Texas, where she helped organize the startup foundation as it grew from $26 million to $62 million.

Heydinger is a member of the Texas, Washington, DC, Michigan, and US Supreme Court Bar Associations. She serves on the executive board of the Capitol Area Council, BSA and the board of SPEER.
