This report for fiscal year ended April 30, 2012 was prepared in accordance with TCOG’s bylaws. We believe the data as presented is accurate in all material aspects; that it is presented in a manner designed to fairly set forth the financial position and results of TCOG operations as measured by the financial activity of its various grants and contracts; and, that all disclosures necessary to enable the reader to gain maximum understanding of TCOG’s financial affairs and to satisfy Federal and State requirements of applicable grants are included. Standards issued by the Office of Management and Budget (Circulars A-87 and A-133) and GASB Statement No. 34, Basic Financial Statements – and Management’s Discussion and Analysis – for State and Local Governments; as amended and interpreted, as of April 30, 2012, were followed in the operation and audit of TCOG.

This year we recognize the deep-rooted history of the Texoma Council of Governments (TCOG) and celebrate the regional impacts we continue to achieve as a result of that well-established foundation. Our organization’s roots run deep, allowing us to be grounded and stable as we find new and innovative ways to grow. Whether we are providing new services to member governments, finding new funding sources to expand services to seniors, or reinventing the way we deliver housing and energy services to the citizens of this region, the TCOG tree is growing despite the cuts in state and federal funding for our programs. Tolkien once said, “the old that is strong does not wither; deep roots are not reached by the frost.”

In this report you will see that TCOG has had yet another remarkable year. Many thanks go out to our member governments, agency and non-profit partners, and private sector supporters who help us maintain the health of our roots and grow this organization for the people of Texoma.
