September 1, 2023SUMMARY OF POSITION
The Weatherization Inspector is responsible for conducting home energy assessments of residential and/or Multi-Family units. Inspector shall determine appropriate applications to improve the energy efficiency of the unit. May conduct final inspection of the installation of weatherization applications and verify completion and quality of work.
ESSENTIAL DUTIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING PERFORMANCE MEASURES:
- Must conduct a series of testing protocols, including pre-combustion appliance safety testing to assess the operating condition of combustion appliances to ensure general safety and appropriate carbon monoxide emission levels and/or identify if appliances need to be serviced or repaired.
- Must perform pressurized diagnostic testing procedures to assess the integrity of the building envelopes and duct systems for leakage and outside air infiltration.
- Must utilize diagnostic equipment such as blower doors, duct blaster, pan tests, and infrared cameras in order to determine the most cost-effective measures appropriate for each dwelling.
- Must complete all required paperwork and reports associated with assessments and audits;
- Must submit historical preservation reviews to State Historic Preservation Office for Residential properties older than 45 years to ensure recommended weatherization improvements have no adverse effect on historic property.
- Must recommend energy conservation strategies and alternative energy techniques to clients in order to promote sustainable living; provides additional information and training as needed.
- Must conduct final inspections of weatherized home, ensures all items are completed to DOE and TDCHA standards and obtains signatures from clients regarding certification of completed work.
- Must ensure agency vehicles are in operating condition and takes responsibility for vehicle maintenance; including reporting all vehicle issues/repairs, completing annual safety inspections and oil changes.
- Must travel to and from various sites throughout the 19 county service area on a frequent basis. Occasional out-of-state and overnight travel may be required.
- Must perform other duties and responsibilities as required or assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of Low Income Housing Energy Assistance Program (LIHEAP) and Department of Energy (DOE) and federal, state and other local weatherization standards, policies and procedures.
- Knowledge of OSHA health and safety systems, basic construction, home repair, and HVAC Systems as well as the techniques, methods, materials, tools, and equipment used in basic weatherization and home repair.
- Knowledge of building science principles, International Residential Code-latest version, ASHRAE 62.2, county ordinances, building codes and state program guidelines for purposes of evaluation and assessment of buildings and their condition.
- Working knowledge of computers and basic to intermediate skills in Microsoft Office (Word, Excel, Outlook); able to operate office machines such as fax, scanner, printer, copier and telephone.
- Ability to draw and sketch home diagrams as well as the ability to read a tape measure as needed for weatherization.
- Establish and maintain effective working relationships with supervisors, co-workers, program participants, service providers, and the general public; while maintaining a positive attitude.
- Demonstrate proficiency in both written and oral communication.
EXPERIENCE AND TRAINING
High school diploma or its equivalent and a minimum of three to five years of related maintenance experience is preferred. Equivalent combination of experience and training which provides the required knowledge, skills, and abilities for the position may be considered in lieu of diploma.
CERTIFICATES AND LICENSES REQUIRED
Must have a valid Class “C” Driver’s License with an acceptable driving record.
Possess OSHA card and EPA lead certification or be willing to obtain within 6 months of employment.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
While performing the duties of the job, the employee is regularly required to sit, stand, walk, talk, hear, see, bend, kneel, crouch, crawl, climb, or balance, reach with hands and arms, use hands to finger, handle or feel objects, tools or controls and maneuver in tight spaces including attics and closets. This position requires prolonged driving and/ or riding in a vehicle. The employee must frequently lift and/or carry up to 75 lbs.
WAGE:
$18.96/hour
Non-Exempt Full-time (40 hours/week)
