PROGRAM DESCRIPTION

The Energy Services Department includes programs which provide direct services to low-income families living in the Texoma Region. These programs include: Low-Income Energy Assistance Programs for utility assistance and weatherization.

SUMMARY OF POSITION

The Energy Services Specialist provides comprehensive assessment, planning and coordination of the delivery of services to eligible households.

DUTIES AND RESPONSIBILITIES

The essential duties of this position include but are not limited to the following performance measures:

1. Interpret federal, state and local regulations. Implement policies and operating practices related to specific program assignments;
2. Interview applicants, gather information, determine eligibility and appropriateness of available services;
3. Develop a comprehensive service plan for eligible households, commit financial and other resources to ensure service delivery;
4. Monitor the delivery of services to eligible clients;
5. Evaluate client status and update files as appropriate;
6. Establish and maintain a working relationship with service providers;
7. Provide program awareness through community outreach;
8. Maintain records and data essential to the operation of the program in accordance with acceptable standards;
9. Participate in short and long range strategic planning;
10. Handle complaints and resolve grievances with client and service providers;
11. Attend training, meetings and conferences related to programs as determined necessary by supervisor;
12. Ensure visitors are promptly recognized at door and by telephone.
13. Maintain calendars for client appointments, staff meetings and leave requests.
14. Perform client intake services at any TCOG office or off-site location.
15. Review and understand utility billings in various formats to determine usage, payments needed.
16. Advocate on behalf of client with utility companies to waive deposit and/or fees, negotiate payment arrangements and other services.
17. Provide utility companies accurate information to document client payments.
18. Refer eligible household to weatherization services and/or CSBG program.
19. Ensure all electronic faxes are printed and provided to appropriate staff.
20. Responsible for large volume of client files, accurate documentation and physical filing.
21. Responsible for accurate data entry of client demographics, services, and payments.
22. Maintain client confidentiality and observe protocols to protect client personal information; i.e. driver’s license, social security numbers, residential/mailing address, bank account information, etc.
23. Maintain office supplies and equipment as needed.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Must have knowledge or ability to learn and interpret federal and state rules and regulations related to assigned programs; sound budgetary practices; and client interview techniques.

Must be able to understand, apply and communicate rules, regulations and guidelines prepared by state and federal agencies relating to assigned programs; establish and maintain effective working relationships with supervisors, co-workers, program participants, service providers, and the general public; demonstrate proficiency in both written and oral communication; exhibit excellent computer skills including Word and Excel in a Microsoft Windows environment; analyze and interpret data; and identify problems and provide solutions.

Must be able to demonstrate a high level of professionalism and maintain a positive attitude.

Must have capacity to work in a multi-task work environment, either independently or as part of a team.

EXPERIENCE AND TRAINING

Bachelor’s degree in business, public administration, social sciences, psychology, sociology, social work or a related field plus at least one year relevant experience is preferred. Equivalent combination of experience and training which provides the required knowledge, skills and abilities for the position may be considered in lieu of degree.

CERTIFICATES AND LICENSES REQUIRED

Valid driver’s license or available alternate means of transportation.
