Texoma Council of Governments (TCOG) is requesting quotes for a certified Quality Control Inspector (QCI) to conduct final inspections for the Weatherization Assistance Program. The Inspector conducts final inspections on all units completed under the current PY2022 – 2023 Department of Energy (DOE) contracts.
TCOG weatherization staff will oversee all other aspects of weatherization work including the initial inspection, energy audits, work-order assignments, project oversight, and pre-final inspections of all completed work.
The TCOG Weatherization service area includes 19 Texas counties: Bowie, Camp, Cass, Collin, Cooke, Delta, Denton, Fannin, Franklin, Grayson, Hopkins, Hunt, Lamar, Marion, Morris, Rains, Red River, Rockwall, and Titus. TCOG estimates that a minimum of 15-25 units will require inspection by a certified Quality Control Inspector during the contract period.
In the event that inspections require an overnight stay, the Inspector may charge hotel stay and meals with prior approval from TCOG Weatherization Program Manager. Per Diem will be based on rates published on the GSA.gov website.
TCOG reserves the right to reject any or all quotes, or any part thereof, to waive irregularities that it considers nonmaterial to the quote and to award the quote solely as it deems to be in the best interest of the Organization.
The successful bidder will be required to provide a copy of an active Building Professional Institute QCI certifications prior to performing any inspections. Other documentation may be required such as a valid driver’s license and automobile insurance.
